Secretary Anderson Appoints Elaine Richmond Administrator of DCF’s Division of Early Care and Education

MADISON –Department of Children and Families (DCF) Secretary Eloise Anderson today announced the appointment of Elaine Richmond as Administrator of the Division of Early Care and Education. In her new role, Richmond will lead the Department’s efforts to keep children safe in daycare, reduce fraud, and improve the quality of child care throughout Wisconsin.

"Elaine has more than 20 years experience in issues impacting the lives of children and parents," said Secretary Anderson. "As a result of her passion and experience, Elaine has a keen understanding of what it takes to ensure the best services for families."

Since April 2010, Elaine has been the Hearing Examiner for the certification appeals hearings in Milwaukee County. Immediately prior, she was the attorney/transition manager for the Milwaukee Early Care Administrator (MECA). Elaine was instrumental in transferring the child care administration functions from the Milwaukee County Department of Health and Human Services to DCF. Elaine also served as the Director of the Jefferson County Child Support Agency for 21 years and was elected to the Wisconsin Child Support Enforcement Association Hall of Fame in 2010.

Elaine's dedication to children reaches beyond her office. She served as a foster parent for 6 years and presented drug prevention programs to thousands of students in Southern Wisconsin.

Richmond will begin this position on Monday, March 21, 2011.
