 DOCUMENT SUMMARY

This memo announces that an additional $120,000 in Title IV-E Federal Funds are available to establish independent living programs. The funds are for counties and tribes not participating in the federally funded Independent Living Initiative. Funded counties and tribes must provide a 100% match for these funds.

 

An additional $120,000 in Title IV-E Federal Funds are now available for counties and tribes not participating in the state federally funded Independent Living Initiative. Counties and tribes with the largest number of youth age 16-18 in substitute care will receive priority funding. However, counties and tribes with a small number (less than ten) of youth in substitute care may establish linkages (two or more) in applying for funding. Individual counties and tribes with a small number of youth in substitute care may receive funding based upon the dollar amount requested.

Counties and tribes receiving these funds must provide a 100% match. The matching contribution may be cash or in-kind contribution of services, equipment, or property. The match may also originate with a third party. Counties and tribes may use Community Aids (Basic County Allocation) or county tax levy dollars not used to match other programs.

Whatever its nature, counties and tribes must use the match for Independent Living. For example, this means that expenditures for room and board would not be eligible for matching contribution. In addition, the matching contribution may not be any part of the funds otherwise used to fulfill the requirements of Section 447(e)(3) of the Act. The Act stipulates that federal funds for independent living programs are to supplement and not replace any other funds which may be available for the same general purpose.

Attached is a list of counties and tribes not participating in the state federally funded initiative. The application deadline is August 10, 1992. The funding period is from 
October 1, 1992, through September 30, 1993.
