As you are aware, Wisconsin's Program Enhancement Plan (PEP), developed in response to the federal Children and Family Services Review, includes an action step related to Child Protective Services (CPS) Access. Aspects of this action step include the clarification of diligent efforts and the response time to a CPS report.

The framework for the attached "Child Protective Services Access Standard for the Receipt and Analysis of Report Information" is found in the requirements of s. 48.981 (3) (c), Stats. The policy describes the procedures and requirements associated with receiving CPS reports, defines what constitutes the initiation of a diligent investigation, and clarifies the activities associated with CPS Access.

This Standard supersedes all procedures related to "Intake" described in Memo Series DCS-94-10, "Child Abuse and Neglect Screening At Intake", Memo Series DCS-95-29, "Independent Investigation of Child Abuse and Neglect Cases", and the Child Protective Services Investigation Standards as published in 1994 and revised in 2000 (Maltreatment By Parents Standard). The procedures related to investigation still remain in effect.

Technical assistance will be given to counties through roundtable discussions and training on the Access Standards provided through the training partnerships.

This new Standard and any changes in eWiSACWIS become effective on 
March 31, 2006.
