As you are aware, Wisconsin's Program Enhancement Plan (PEP), developed
in response to the federal Child and Family Services Review, includes
action steps related to effectively and appropriately guiding caseworkers
in assessing and responding to the needs of children, parents, and foster
parents. One aspect of those action steps is the creation of a policy
related to caseworker-parent/family face-to-face contact.
Attached to this memo is the new policy on face-to-face contact. This
is an interim policy that provides standards and supplemental information
to caseworkers to assist in providing face-to-face contact with children
and families. This policy will be incorporated at a later date into the
Child Protective Services Ongoing Standards. This policy is regarded as
interim because it is subject to change based on the revisions to the
Standards.
This new policy becomes effective on January 31, 2006.
