Ch. HFS 56, Adm. Code, the administrative rule related to licensing of foster homes, was revised effective March 1, 2002. Traditionally, a number of questions about the content of licensing rules arise during the implementation of the rule. To assist licensing agencies in applying the rule requirements in the way intended by the Department, we have developed an annotated version of Ch. HFS 56. The interpretations incorporated into this document constitute and have the effect of Department policy.

As any of these interpretations/policies change, we will notify you that such changes have occurred and will direct you to the web address where the revised document can be found.

The document can be found at http://www.dhfs.state.wi.us/children/foster/pdfs/AnnotatedHFS56.pdf

It is hoped that this document will be of assistance to you and your staff as you assess and license foster homes to care for our foster children. As other questions arise, please contact Kate Johnson at the address below.
