This memo issues the local plan guidelines for services and projects
funded under the Title IV-E Incentive (IV-E) program and the Safe and
Stable Families (SSF) program that will be used for the multiyear period
of calendar years (CYs) 2002 through 2004. CYs 2002 - 2004 plans must be
submitted by local agencies no later than Friday, October 15, 2001.
The CY 2001 plan guidelines are designed to allow counties, at local
discretion, to submit either a combined IV-E and SSF plan or separate IV-E
and SSF plans. The same plan guidelines apply to both programs. Local
agencies are encouraged to coordinate their local planning for the two
programs and use similar outcome measures for both funding sources.
The attached plan instructions explain the requirements for plan
submission and the attached plan document includes the format for local
plans. The plan instructions and plan document can be found on the DHFS
web site at www.dhfs.state.wi.us under DCFS numbered memos. Local agencies
are encouraged to download the plan document format to write their local
plans.
