This memo explains the conditions under which a person who is 18 years of age may be
allowed placement into a child caring institution group foster home.
This memo updates the "Aftercare for Youth 18 years of age" memo series
DCS 90-36 issued in August of 1990. The 1990 memo addresses placement of 18 year old
individuals under juvenile court jurisdiction in child caring institutions (CCIs) and
group foster homes.
This memo continues the department policy relative to placing 18 year old individuals
under juvenile court jurisdiction into a CCI, Type 2 CCI or group foster home on
correctional aftercare placement. These placements may only be made under the following
- The individual is under an original, extended or serious juvenile offender juvenile
delinquency disposition under s. 48.366, 938.34(4h) or 938.355(4)(b), or 938.365, Stats.
- Placement of an individual 18 years of age in a CCI is allowed to continue through age
20. There can be no more than four individuals 18 years of age or older in residence at a
CCI or Type 2 CCI, including the individual placed, unless the facility is also licensed
as a Community Based Residential Facility (CBRF).
- Placement of an individual in a group foster home may continue through age 18, if
participating in a high school or G.E.D. program. Group foster homes may only accept up to
two 18 year old placements at any one time.
- Facility admissions of individuals 18 years of age into CCIs or group foster homes
will only be approved on a case-by-case basis through the exception request process to the
DCFS regional licensing specialist. Bureau of Regulation and Licensing age-span grouping
policy of youth in a facility will continue to be a consideration in exception approvals.
Any questions or concerns should be referred as appropriate to your regional licensing
chief in the DCFS regional licensing office or to your Division of Juvenile Corrections
(DJC) regional supervisor.
