Document Summary

This memo provides guidance to counties, tribes and the BMCW relative to the need for programmatic reporting on the Kinship Care Program. The memo requires that certain information be provided to the Department by August 24, 1998 

 As indicated in Numbered Memo DCFS-98-03 (dated May 26, 1998), the Department of Workforce Development (DWD) requires the collection of Kinship Care data elements in order to meet the federal Temporary Assistance for Needy Families (TANF) reporting requirements. Counties, tribes and the Bureau of Milwaukee Child Welfare (BMCW) were to submit by June 19 the name and, if available, social security number of each child for whom a Kinship Care payment was made by month (January to March). The same information will need to be submitted by August 24 for period of April-June 1998.

In addition, we need five additional data elements for the months of January-June 1998 in order to develop a proposal for the next biennial budget. The following information is critically needed by August 24, 1998 to complete budget projections and determine accurate budget levels:

  1. The total number, by month, of families who were assessed as a result of a Kinship Care application, regardless of whether or not the application was approved.

  2. The total number, by month, of children for whom a Kinship Care payment was made. *

  3. The total number, by month, of children for whom a Kinship Care/Foster Care payment was made.

  4. The number, by month, of children for whom a Kinship Care payment was made who were placed in Kinship Care by a court order.

  5. The number of children on a waiting list (if any) at the end of June 1998.

* This number should reflect the total number of children who should be receiving Kinship Care payments in a given month. For example: If a child were enrolled and should have received a payment in January but due to e.g., paperwork delay, receives 2 months of payment in February instead, that child should be counted in January and February, not twice in February.

The ten other Kinship Care data elements that counties were required to begin collecting beginning July 1, 1998 were also described in Memo DCFS 98-03. The collection of this information is required for the State to meet Federal reporting requirements and will be necessary to assure continued funding. DHFS and DWD are considering ways to make data collection more uniform and less cumbersome. We will keep you informed about the process. Please be prepared to submit the required data elements summarized below by October 30, 1998, as part of the July-September quarterly report.

In review, the 10 data elements listed in Numbered Memo DCFS 98-03 are:

  1. The number of family members (in the relative caretaker’s family home)

  2. Social Security numbers for children for whom Kinship Care payments are made

  3. Date of birth of the child for whom a payment is made

  4. Race of child for whom a payment is made

  5. Whether the child receives any federal disability benefit

  6. The child’s relationship to the head of the relative caretaker’s family

  7. Whether the child is a teen parent living with his or her child

  8. Educational level of the child (highest grade level attained)

  9. Citizenship status of the child

  10. The amount of unearned income of the child

Please submit, by August 24, the April-June monthly listing of children’s names and, if available, social security numbers along with the additional five data elements required for budget development.
