The Wisconsin Works (W-2) Program includes termination of the AFDC-NLRR (Non-Legally Responsible Relative) Program and replaces it with the Kinship Care Program. This new program includes eligibility and other criteria that must be met before the approval of a payment to a relative caretaker. The payment under the Kinship Care Program is $215 per month per child.

This memo includes information from the Joint Administratorsí Memo dated January 6, 1997 and additional information. It is the intent of this memo to provide the entire package of information needed by counties and tribes to implement the Kinship Care Program. This information is provided in the following eight attachments:

As additional questions are proposed, we will respond as quickly as possible and will also issue additional Question and Answer documents on an as-needed basis to assure that all counties and tribes have uniform and comprehensive information regarding the program. Please forward any questions in writing to your Area Administration team.

Later this year, we will provide you with updated fiscal, budgetary and reporting information that will reflect our intent to simplify and streamline those aspects of the Kinship Care Program for 1998 and beyond. We all recognize that the various funding sources and streams in this first year of the program have created some difficulty. That should improve after this year.

I hope that you find this information useful. We will certainly update you of any changes or additional information related to this program. Thank you for your cooperation and assistance in implementing this valuable program.
