The Federal Personal Responsibility and Work Opportunity Act of 1996
(P.L. 104-193) contains a provision that modifies federal Title IV-E reimbursement policies. As of September 1, 1996, states may claim Title IV-E reimbursement for eligible children placed in for-profit child caring institutions and group homes.

In order to maximize the federal reimbursement for out-of-home care expenditures, the following procedure is to be used in reporting on the HSRS CSC module: If a child is (was) originally determined to be FFP eligible, do not change the FFP indicator to a no code when the child is placed in a for-profit facility. The Bureau of Management and Operations will be tracking any FFP changes in these instances and will contact agencies who are not complying with this procedure. Agencies will then need to correct the FFP codes which are in error.
