Re: Local Housing Grants

Over the past several months, the State Department of Administration’s Division of Housing and Intergovernmental Relations (DHIR) has granted approximately $14.6 million to Wisconsin municipalities, counties and private non-profit agencies to provide for services, including shelter, for those who are experiencing homelessness or on the verge of homelessness.

The following are the various grant programs and purpose of the grants:

  • Community Development Block Grant (CDBG) Housing and Neighborhood Improvement Awards for low and moderate income households to make repairs to their home and assist first time homebuyers in purchasing their home. State CDBG funds may also be used for the rehabilitation of shelters and transitional housing units. The CDBG Program through DHIR is only available to non-entitlement cities, towns, counties and villages in the state. Communities with a population over 50,000, as well as Dane, Milwaukee and Waukesha Counties receive CDBG funds directly from The Department of Housing and Urban Development.

  • Transitional Housing Grant Program for development or expansion of transitional housing programs and services for homeless individuals and families.

  • HCRI/HOME Grant Program for acquisition assistance to households purchasing a home; rental assistance in the form of security deposits, rent subsidies and/or utility payments; and down payments and closing cost assistance for families purchasing a home.

  • Emergency Shelter Grants to provide for shelter and services to homeless individuals and families.

Many of the families involved in the child welfare system are at risk of being homeless or are currently homeless. These grant awards to local counties and private non-profit agencies are providing crucial services to individuals and families that are homeless or at risk of homelessness. It’s important for those of us involved with families in the child welfare system to take advantage of those services that are funded through these grant awards.

 Enclosed is a full listing of the agencies that have received the above mentioned grants.
