Re: Proposed HFS 52 Residential Care Centers for
   Children and Youth

The final draft of the proposed HFS 52, rules for the licensing and operation of residential care centers for children and youth, currently referred to as Child Care Institutions or CCIs, was submitted to the Legislature for review on November 12, 1999. Enclosed is a copy of proposed HFS 52 rules. The proposed rule has had extensive input from the public and the provider industry, as well as from the Department of Health and Family Services and other departments and agencies.

These rules are the result of the cooperative efforts of licensed child care institution providers, the Wisconsin Association of Family and Children Agencies, and numerous others who along with the Department of Health and Family Services have worked to promote the health, safety and welfare of Wisconsin’s children.

Also attached is a copy of comments and responses to public hearings held on the proposed rules. Modifications have been made to reflect comments made during public hearings and reactions received by the Department during the open comments period.

The Department hopes to see the proposed rule promulgated by the end of this year. After the legislative review is completed, the rules will be submitted for publication in state Administrative Register and will take effect within six months of publication in the register. Once the rules are finally approved, we will keep you updated and provide you with information about training on and implementation of the rules.
