We have revised county and tribal allocations under the Kinship Care Program. These revisions will affect allocations for both CY 1997 and CY 1998. The attached schedules for 1998 and 1999 indicate how the allocations will be affected. This revision is necessary because some Kinship Care Benefit dollars were inadvertently placed in the Kinship Care/Foster Care Benefit allocation and additional some funds allocated by the Legislature were inadvertently omitted from the Kinship Care Benefit allocation. As a result, all counties and tribes will see an increase in the Kinship Care Benefit allocation (CARS Profile 377) and a decrease in the Kinship Care/Foster Care Benefit allocation (CARS Profile 373). We will be issuing contract amendments within the next couple of weeks to implement this revision. The Department has been authorized to let counties carry-over any unspent funds in
Kinship Care benefits from 1997 to 1998. This is a one-time action and, therefore,
any carry-over funds should be considered one-time funding. The amount of county
carry-over will be based on the final CARS expenditure reports which are submitted on
March 25, 1998. The Department will compare the final 1997 expenses for CARS Profile 377
(Kinship Care Benefits) to the new contract amount. Any unspent funds from 1997 will be
carried-over to 1998. The Department will amend 1998 contracts based on the unspent 1997
Kinship Care Benefit amounts It is also important to note that the Department will use updated county data to determine the 1999 Kinship Care allocations for both benefits and assessments. This could result in a change to a county's allocation for 1999. A county's allocation may increase or decrease when the new data is used.
