STATE OF WISCONSIN
The Governor recently signed into law several pieces of legislation which affect county departments, children and their families. A brief summary is provided below:
1995 Wisconsin Act 352 - This bill is essentially a "trailer" bill to 1995 Wisconsin Act 77, the law which created Ch. 938, Stats., the Juvenile Justice Code. It also affects ss. 48.396 and 48.78 regarding confidentiality of records.
1995 Wisconsin Act 361 - Relating to the content and public inspection of reports on public assistance recipients and the disclosure of the addresses of public assistance recipients.
1995 Wisconsin Act 365 - Relating to the mutilation of the genitalia of a female minor.
1995 Wisconsin Act 369 - This adds several circumstances under which an abuse and neglect report can be disclosed.
1995 Wisconsin Act 374 - This legislation makes the victims of stalking eligible for crime victim compensation awards.
1995 Wisconsin Act 375 - This legislation authorizes the court to order that a non-custodial parent provide medical information regarding a child and provides circumstances under which the court can further release that information.
1995 Wisconsin Act 386 - This legislation allows a social worker or intake worker to refer an infant for testing for controlled substances, in certain circumstances, without the consent of the parent or guardian.
