Program Enhancement Plan (PEP)
Wisconsin’s Program Enhancement Plan (PEP) is a two-year plan by
which the state and its county and tribal partners are implementing
improvements to the statewide child welfare service system. It was designed to achieve the newly established
federal standards for child protective services that are associated
with the first-ever, nationwide review of state child welfare
systems.
Wisconsin welcomed the federal Child and Family Services
Review (CFSR) as an opportunity to learn about past performance
of the Child Protective Service (CPS) system, and to engage many
partners in planning and implementing improvements. The
PEP is a
product of extensive collaboration and focused particularly on
establishing and implementing best practices in child welfare that
will meet federal standards. Wisconsin’s
PEP will lead to better
outcomes for children and better help for families.
Wisconsin's Child Welfare Program Enhancement Plan was approved by the U.S. Department of Health and Human Services on
October 31, 2004 and implemented from November 1, 2004 to October 31,
2006.
