Responsibilities
Of An Adoption Social Worker
As A Consultant

 

PURPOSE:

To delineate the responsibilities of the adoption social worker assigned as a consultant on a case prior to a child being legally free for adoption.

To comply with the requirements of the Adoption and Safe Families Act (ASFA) that a petition to terminate parental rights must be filed when a child has been in foster care for 15 of the most current 22 months. Exceptions to filing a TPR include: 1) child being cared for by a relative, 2) compelling reasons that it is not in the child’s best interest, and 3) the county has not provided the services it deems necessary for the safe return of the child to the child’s home.

 

PROCEDURES:

When an adoption social worker is assigned as the consultant on a case that has a permanency plan goal of TPR/Adoption the adoption social worker will have a secondary assignment to the child’s case in WiSACWIS. As a consultant, the adoption social worker shall:

  1. Assist the ongoing/initial assessment social worker in understanding and applying the concepts of concurrent permanency planning.
  2. Within thirty (30) days of case assignment the consultant/adoption social worker shall prepare an Individualized Adoptability Report and an Adoptive Assessment for the child, accessed from the Adoption Referral window in WiSACWIS. Within ten (10) working days of filing a TPR petition on the child, the adoption social worker shall update the Individualized Adoptability Report and submit it to the court, in accordance with plans made with the ongoing case manager.
  3. Select, support and prepare for placement an adoptive resource for a child that has been referred to the Adoption Program and needs an adoptive placement. If the legal risk placement is in a foster home that has been approved for adoption and the foster parents have expressed an interest in adopting the child, the adoption social worker shall prepare a legal risk agreement and obtain an informed signature from the foster parents prior to the placement.
  4. Assist a foster family or relative, that has been identified as an adoptive resource, submit an adoption application.
  5. The adoption social worker assigned to work with a foster family that is an applicant for an adoptive home will notify the out of home care program of the foster home’s interest in becoming an adoptive home. In Milwaukee this is done through the completion of the Foster Home/Adoptive Home Conversion Notification Form.
  6. Provide birth families with information that will help them make their decision when they are considering a voluntary TPR.
  7. Assist the ongoing social worker in preparing the child for adoption once the TPR petition is filed. This preparation shall include age appropriate services such as individual counseling, support group participation, preparation of a life book, etc.
  8. The adoption social worker, acting as a consultant, may assist the ongoing social worker in preparing the case evaluation (including consulting with the ongoing social worker regarding required ASFA reviews), a revision of the permanency plan, a referral to the district attorney’s or Corporation Counsel’s office for TPR, the TPR court letter, the Family History Questionnaire, Medical/Genetic, and/or the Family History Questionnaire/Genetic-Pregnancy & Delivery information.
  9. The adoption social worker will be the consultant with a secondary assignment in WiSACWIS on a child’s case until the termination of parental rights (TPR) is completed and the ongoing social worker transfers the child’s case to the Adoption Program or until the permanency plan changes and adoption is no longer the goal. When the case is transferred from the ongoing social worker to the Adoption Program an adoption social worker will be assigned and given the primary assignment to the child’s case in WiSACWIS.
