
Photo Listing With The
State Adoption Exchange
PURPOSE:
To locate the best available adoptive resource and to ensure compliance with Chapter 48
of the Wisconsin Statutes.
PROCEDURE:
- It is not necessary to photo list a child whose foster parents have applied to adopt the
child within sixty (60) days of the TPR unless that prospective adoptive placement is
determined to be inappropriate. It is allowable to photo list a child whose foster parents
have applied to adopt the child if the worker believes it may not be in the best interest
of the child to consider additional options.
- When a child has a permanency plan of adoption and the adoption placement and selection
team has not identified two or more appropriate families who are approved and known to the
agency, the adoption social worker shall register the special needs child with the State
Adoption Exchange;
- Within 60 days from the date when the child is legally freed for adoption; or
- Within 30 days of the date of an adoptive disruption.
- When a permanent plan of adoption is established for a child that is not legally
available for adoption and the adoption selection team can not make a match among two or
more appropriate families that are approved for adoption, the adoption social worker will
consult with the on-going adoption social worker to assist that agency or site to:
- Obtain parental permission or a court order to list the child;
- Complete the child registration form; and
- Send the form with a picture to the State Adoption Exchange for a legal risk photo
listing.
- The adoption social worker may request that the child be photo listed on the National
Adoption Exchange at any time the child is photo listed on the State Adoption Exchange.
- The adoption social worker must request the State Adoption Exchange to photo list the
child on the National Adoption Exchange whenever the child has been legally available for
adoption for 90 days or a previous adoptive placement has been disrupted for 90 days and
the placement selection team has not selected an adoptive placement for the child.
