Kinship Care Program Numbered/Informational MemosNumbered Memos Numbered memos are policies written by the Division of Children and Family Services (DCFS) within the Department of Health and Family Services. These memos create or explain requirements for child welfare agencies. Agencies must follow instruction or interpretations explained in these memos. Numbered and Informational memos often explain things written in administrative rules, such as explaining exceptions to requirements in an administrative rule. These memos are available on a listserv. The listserv is
free, but does require an active e-mail address. Informational (Info) Memos provide guidance and information for child
welfare agencies. Info memos are created by DCFS and aim to assist
agencies or provide information to help guide their practice decisions.
