Child Care Subsidy Payment Policy Changes 2007

The department will implement the following changes to the subsidy program:

1. County/Tribal Maximum Rates - Effective 1/1/07

Due to budget concerns, the 2007 Maximum Rates will remain at 2006 level. A check stuffer was sent with February 5th and 12th issuances to all providers who care for subsidized children.

2. Changes in CCPI Attendance Entry - Effective 2/26/07

Previously, the providers have been able to enter attendance up to six months in the past. Effective February 26, 2007, a change will go into production that will prevent providers from entering attendance more than three months in the past. The check stuffer sent out on February 5th and 12th explains this in more detail.

3. Increase in Parent Co-Payments - Effective 3/11/07

When calculating the subsidy amount, the system deducts a co-payment based on family income, number of subsidized children in care, and the type of provider chosen. These co-payments increased by 8% effective March 11th, 2007. See 2007 Co-payment Schedule for details.

4. Change in Attendance Policy - Effective 4/1/07

Effective April 1st, 2007, if a child attends less than half of the authorized hours within one week, the provider will be paid only for the actual hours of care provided unless the county/tribal agency approves the absence. This will not change the authorization, only how provider are paid when authorized hours are not being used.

This change applies to ENROLLMENT based authorizations only.

A letter will be sent to providers during the week of March 19th explaining this policy in detail. Providers may contact DWD Provider Hotline at 888-499-3464 with questions.

On March 15th, brochures explaining this change were sent to parents who currently use licensed care or have their children enrolled in certified school age program or a program run by a public school board. Below are links to the both parent letters:

Approved Absences For Payment

The following reasons may allow for full payment even when the weekly attendance is less than 50% of the hours authorized.  It is the parent's responsibility to notify their county/tribal child care worker about these absences.

  • Temporary Layoff
  • Break in approved activity
  • Parent medical leave
  • Child medical leave
  • Family Vacation (no more than 2 weeks per year)
  • Provider vacation (up to 1 week per year)
  • Death in the family of parent
