Rules with Commentary

The commentary manuals were created to help child care providers understand the intent and application of HFS 45 and HFS 46 and to promote consistency in application of those rules by the BRL licensing specialists.  

Both commentary manuals are available for purchase, or they may be downloaded for free.

The cost to purchase a manual is $15 for a Family Child Care Commentary Manual (PFS-4069) and $20 for a Group Child Care Commentary Manual (PFS-4024).  To purchase a copy, send the required fee, in the form of a check or money order made payable to the Department of Children and Families, to the regional licensing office or central office.  Please specify the publication number (PFS-4069 or PFS-4024) or which type of manual (Family or Group) you are interested in purchasing.

The Department has also developed user-friendly rule books for HFS 45 and HFS 46 that contain the revised rules, with an index, a table of contents, and additional useful appendices.  All licensed providers were sent a copy of a rule book in January, 2005.  You may purchase additional copies of the rule books for $5.00 each by contacting one of our regional licensing offices.
