Information for Treatment Foster Care Agencies
TFC Agency Registration Packet
The Bureau of Milwaukee Child Welfare has now standardized its procedures for contracting with agencies and facilities that provide out-of-home care services to include Treatment Foster Care agencies, Assessment and Stabilization Centers, and Group Homes.
The Department of Children and Families' Finance unit is now requiring a procurement process for out-of-home care services. Rather than issue a Request for Proposals, Finance personnel approved a registration process that would permit the B<CW to review applicant agencies/facilities and to grant contracts to those agencies who meet the BMCW’s minimum criteria.
This TFC web page includes a link to the registration materials. This process will require that agencies submit business and organizational information in addition to a program/service narrative. An Agency Information Form is also included and must be completed in its entirety. For those agencies with licensed group settings, you will no longer be required to register these homes on the fiscal year; group setting registration is now a part of this annual process.
This is an open registration process, i.e., new applicants for a contract may submit a registration packet at any time. For existing agencies, all materials are due by November 15th of each calendar year in order to guarantee a contract by January 1st. If a valid contract is not in place by January 1, a temporary hold on placements will be issued until such time as the process has been completed.
Please note: Although a contract may be granted, BMCW does not guarantee placements within any facility. All placements are determined based on the specific needs of the child.
