Registration and contracting with DMCPS for new and existing Group Homes

You must be licensed as a Group Home for placement of youth under a Child in Need of Protection and Services (CHIPS) order before approaching the Division of Milwaukee Child Protective Services (DMCPS to request a contract. More information can be obtained from the Bureau of Permanency and Out-of-Home Care Child Welfare Licensing Section's web site or by called 608-266-8946.

The Division of Milwaukee Child Protective Services (DMCPS) requires that licensed group homes used as placement options for children in DMCPS’s care must be registered with DMCPS and contracted with the Department of Children and Families (DCF). This is an open process: any newly licensed group home, or existing group home not currently under contract, may submit a registration packet to DMCPS at any time during the year. For group homes currently under contract, a registration packet must be submitted annually and is due no later than October 1st each calendar year. A link to the registration check list and facility information form is below.

  • Group Home Program Requirements for contracting with DMCPS
  • Group Home Financial Report: This is no longer needed by the DMCPS. This information is now required by the Department of Children and Families on an annual basis for rate regulation. You will receive more information about financial reporting during the licensing process.
  • Group Home Registration Packet and Checklist (Revised April 3, 2013): (Download the form and use the Tab key to move from field to field.)

It is important that you submit a completed packet with all the required materials to avoid delaying the registration and contracting process. Following a satisfactory paper review, a site visit may be scheduled by the DMCPS’s program evaluation manager for out-of-home care. Only those group homes that meet the minimum requirements will be eligible to receive a DCF contract and DMCPS placements.

Please note: Although a contract may be granted, DMCPS does not guarantee the placement of children within any facility. All placements are determined based on the specific needs of the child.
