We have changed from the CHASE Visa debit card to the new Wisconsin EPPIC Debit MasterCard, issued by Comerica Bank and managed by EPPIC.

I receive my child or spousal support payments on my debit card; what do I need to do to obtain a Wisconsin EPPIC Debit MasterCard?
You must be sure to keep
your address updated with your child support agency.
If you need to change your address, you may change your address online through
Child Support Online Services or
by contacting the KIDS Information Line at 1-800-991-5530 or
1-877-209-5209 (TDD), or by contacting your
Child Support Agency and providing your updated address.
If your address has changed, you must also contact
EPPIC
customer service at 1-877-253-3686 to update your address by following the
lost/stolen or damaged instructions in the EPPIC Interactive Voice Response
(IVR)
system.
When will I receive my Wisconsin EPPIC Debit MasterCard?
Child support customers who have debit card as their payment method or
who never selected a payment method will be automatically enrolled in the Wisconsin
EPPIC Debit MasterCard program when a support collection is received on or after
February 7, 2013. A collection on your account will trigger your enrollment in the new Wisconsin EPPIC Debit MasterCard Program.
How will I receive my Wisconsin EPPIC Debit MasterCard?
EPPIC will create
and mail out to you by U.S. mail, at the address you provided to the child support program, a
new Wisconsin EPPIC Debit MasterCard issued by
Comerica Bank.
The Wisconsin EPPIC Debit MasterCard should arrive in 7
to 10 days. You may access your funds immediately by activating your Wisconsin
EPPIC Debit MasterCard.
To activate your new Wisconsin EPPIC Debit MasterCard, you must call the EPPIC customer service number (1-877-253-3686) and follow the instructions to activate.
I have not received my new Wisconsin EPPIC Debit
MasterCard. What should I do?
Child support customers who received notification of enrollment but do not receive their Wisconsin EPPIC Debit MasterCard
in the mail within 10 days of a collection posting to their account should contact EPPIC customer service at 1-877-253-3686 and follow the
instructions to report lost, stolen, or damaged cards. It might be that you have moved and the address the child support agency has for you is no longer valid. You
may update your address online through
Child Support Online Services,
by calling the
KIDS Information Line at 1-800-991-5530 or 1-877-209-5209 (TDD) weekdays 8:00am-5:00pm (CST), or
by contacting your
Child Support Agency to provide them with your correct address.
What will happen to the child or spousal support collections that are currently on my CHASE Visa debit card?
The payments disbursed to your CHASE Visa child support debit card before
February 7, 2013 will remain on your CHASE Visa child support debit card. You
might want to withdraw all remaining funds on your CHASE Visa
debit card after receipt and
activation of your new Wisconsin EPPIC Debit MasterCard. You can withdraw the funds by speaking with a bank teller at any CHASE bank or you may continue to use your CHASE Visa child support debit card until the balance reaches $0. At that time you may destroy your CHASE Visa child support debit card. When a CHASE Visa child support debit card reaches a balance of $0, CHASE will close the debit card. Who do I call with questions about my debit card?
If you have questions about your Wisconsin EPPIC Debit MasterCard, call EPPIC customer service at 1-877-253-3686.
If you have questions about your CHASE Visa child support debit card, call
CHASE customer service at 1-866-817-0761. The appropriate number will be
printed on the back of your card. Both of these customer service numbers are available 24 hours
per day, 7 days per week.
What if I do not speak English, how can I get my questions answered?
EPPIC, the KIDS information line, and CHASE employ bi-lingual customer service staff. The IVR and all vendor notifications are available in Spanish. Translation services are available for other languages.
What if I live outside the United States or its territories and want to receive the Wisconsin EPPIC Debit MasterCard?
Customers with an international address will not be enrolled in the Wisconsin EPPIC Debit MasterCard program because
foreign addresses outside of the United States and its territories are not eligible for EPPIC card services. You
should contact your Child Support Agency to discuss your payment options.
How can I change my address?
Debit card customers must update their address with the Wisconsin child support program
and with
EPPIC,
the new debit card vendor. You may change your address with the Wisconsin child support program
online through
Child Support Online Services or by calling the
KIDS information line at 1-800-991-5530.
You may also contact your child support agency
to provide your updated address. In addition to notifying the Wisconsin Child
Support Program, you must also notify EPPIC of this change by contacting EPPIC customer service at
1-877-253-3686. If you don't want to call, you may create a secure user ID and password at
www.eppicard.com and
report your changes online.
What if I am enrolled in the Wisconsin EPPIC Debit MasterCard program, and I do not want the debit card?
The State of Wisconsin issues child support and other support-related payments
electronically because the cost to print and mail paper checks is very high and
continues to rise.
If you do not want the Wisconsin EPPIC Debit MasterCard as
your payment method you must do the following:
- Complete an application for direct deposit and submit your completed application to the Wisconsin Support Collections Trust Fund at the address found on the upper left hand side of the application. Once the application is processed all your future payments will be routed to your bank account as long as you do not change banks or close your bank account without completing and submitting a new application to include the new account information.
- You must also do one of the following to obtain the
funds on the debit card:
- Activate your Wisconsin EPPIC Debit MasterCard by calling EPPIC customer service at 1-877-253-3686. Once activated you can withdraw all remaining fund from your debit card.
- Call EPPIC customer service at 1-877-253-3686 and follow the IVR instructions to report lost, stolen, or damaged cards to speak to a customer service representative. Ask EPPIC to cut a check for the total amount of payments remaining on your Wisconsin EPPIC Debit MasterCard. EPPIC may charge a fee to your account when you request a check.
OR
Please Note: If you switch from debit card to direct deposit, you should continue to keep your Wisconsin EPPIC Debit MasterCard in case you want to use the debit card payment method in the future. While your Wisconsin EPPIC Debit MasterCard will be closed, the debit card account will remain open with Comerica Bank with no payments posting to the account. If direct deposit would end, the Wisconsin EPPIC Debit MasterCard will reopen and money will once again be distributed to your debit card.

Getting statements is easy, just call EPPIC customer service at 1-877-253-3686 and listen to the IVR prompts, which will offer you the opportunity to
opt in to receiving monthly debit card activity statements. You can also sign up for statements by creating a secure online access point from
www.eppicard.com. Once you have created your secure logon, you can opt in to receive monthly debit card activity statements.
Will I continue to receive monthly activity
statements for my CHASE Visa debit card?
No, you will not receive monthly activity statements. If you wish to receive a monthly statement from CHASE for
your Visa debit card you will need to contact CHASE customer service at
1-866-817-0761 or create an account at
www.ucard.chase.com to view your transactions.
Can I use my Wisconsin EPPIC Debit MasterCard to pay for fuel at the pump?
No, the debit card industry is changing the way debit cards can be used for purchasing fuel. Pay at the pump will no longer be allowed for debit cards. Debit card users will need to pay for their fuel inside the station or kiosk. The industry change is due to the hold that occurs when a consumer uses a debit card to purchase fuel and pays at the pump. The hold
can be from $1.00 to $75.00 and depending on the retailer, the hold may not be removed
immediately, therefore, limiting access to your debit card funds. Paying at the
station or kiosk means you will only be charged for the actual cost of fuel and
there will be no hold against your debit card funds. This is a change for all debit card users.
What happens when a customer enrolled in the Wisconsin EPPIC Debit MasterCard dies?
The customer's legal representative should call EPPIC customer service at
1-877-253-3686, and follow the IVR path for lost, stolen, or damaged cards to
speak to a customer service representative. The legal representative must
provide specific documents to EPPIC in order to prove their legal rights to
these funds.
