Interstate Compact On the Placement of Children
Initiating Referrals for Interstate Placements

When considering an interstate placement, the Compact requires agency requesting the placement submits the following: 
  • Interstate Compact Placement Request Form 

  • Current court order establishing jurisdiction 

  • Child’s social history 

  • Court report 

  • Financial/medical plan 

  • School reports 

  • Psychological assessments (See ICPC Request Check List - CFS 2340) (PDF 14.9KB)

Upon receiving the written notice and above supporting documentation, the Compact Administrator in the receiving state forwards the referral to the appropriate authority in his or her state for action (local county Department of Human Social Services or private agency). The action needed on the request will vary depending on the nature of the placement and may include a home study of the prospective adoptive or foster/relative family.

Once the local agency completes the necessary home visits, they prepare a home study report that includes its recommendation about whether or not the placement should be made. The agency forwards the information to the Compact Administrator in its own state. If the agency’s review is favorable and if the Compact Administrator decides that the relevant state laws are met, it approves the placement. If, however, the local agency does not recommend a placement or the Compact Administrator determines the placement cannot lawfully be made, the placement will be denied unless the problems can be remedied. In either case, the Compact Administrator in the receiving state notifies the Compact Administrator in the sending state of its decision who then forwards copies of the documents to the sending state’s requesting agency.
